Statisticians in local politics. The case of postwar Bologna.

Abstract


The paper focuses on Paolo Fortunati and Athos Bellettini, two of the key characters in the Italian demographic and statistical thinking of the 20th century. On the one hand, it analyses their contribution to the development of statistics and population studies in fascist and republican Italy. On the other hand, we investigate their role of "statisticians in local politics" studying their political and administrative activities especially in the Municipality of Bologna in the postwar period. In this perspective, we will pay a special attention to the empirical studies the two scholars promoted in their political activity and to the impact these had on the policy decisions of local authorities. The intersection of the two perspectives in a peculiar context as postwar Bologna can provide new insights into the relationship between academic statistics and local politics.
