Abstract


This contribution seeks to identify, examining the major initiatives aiming to reform the public administration, an attempt by the Italian ruling class to introduce instruments and models of statistical measurement within public institutions from the seventies onwards. The transformation of the public administration has made it necessary to devise ever wider-ranging and more complex measurement techniques. This paper will examine how the public authorities began to distance themselves from a bureaucratic model (the legal-rational model), introducing a rationale and management techniques more typical of the private sector (the enterprise model), with particular focus on the result and the measurement/assessment of performance. The question remains open, however, as to how to assess "effective incorporation" rather than the merely "formal" practices of measurement/evaluation in the case of public organisations, opening up a new line of research for social scientists.
